I have the honour to acknowledge receipt of your telegram No.9 of the 15th instant regarding the alter- ations in the Organic Regulations of the Formosan Gov- ernment which were published in the "Official Gazette" of the 20th ultimo. I regret that I have not reported on this matter sooner, but I have been awaiting an
explanation of certain points from the Section of Foreign Affairs which, however, I have not yet been able to ob-
tain.
The reforms or alterations which have now been brought into force were of course occasioned by the recent polit- ical events in Corea and the fact that this Island is in- cluded in their scope is largely incidental. The admin- istration of Formosa has excited no interest, either in
Japan or abroad, and had events taken their natural course I am quite certain that no changes would have been deemed necessary. It may therefore appear that the Corean agitators have furthered the cause of their Formosan fellow-subjects and that the leaven of the
League of Nations has penetrated as far as this Island.
To a certain extent this is the case for both of these
agencies have left their mark on the minds of the ruling race here. At the same time, the Japanese in Formosa,
